Restricted Custody Release Paths
The Adair County Restricted Custody Building is the second building in the county jail operation. County material links it to the work program. It should not be presented as a stand-alone jail with its own public release feed. The Regional Jail may keep its booking and release records under the main operation even when the person slept or worked from the restricted unit.
A person leaving restricted custody can return to the community after a valid release, move back to the main jail because of classification or case changes, transfer into Kentucky DOC custody, appear in court, or go to another authorized custodian. Only the first path is a community release. Ask the jail to name the disposition. A missing name or change of building does not answer that question.
Confirm a Restricted Unit Release
Begin with the same evidence chain used for the Adair County Regional Jail. Identify the exact booking and state that the person was believed to be in the restricted-custody work unit. This detail helps staff route the question without implying that the unit keeps a separate database.
- Check the Regional Jail current-inmate list only for present display.
- Call the jail and ask whether the booking ended in community release, transfer, or a move between buildings.
- Search Kentucky VINE by name or jail identifier and note the facility and status date.
- Read the Adair District or Circuit Court file for the order that authorized release or continued custody.
- When DOC jurisdiction applies, compare KOOL and Kentucky DOC Daily Releases.
The current roster is not a release archive. Research found no distinct official feed for this building and no verified public period during which former entries remain. The Adair County release-record overview supplies the full records-request and verification path.
Restricted Custody Record Requests
Ask for an existing record tied to one person and booking. Useful fields include booking number, admission date and time, unit assignment, release date and time, release type, legal authority, transfer destination, and receiving agency when public. A unit move may appear as an internal classification or unit record rather than a release record. Word the request so it does not assume the outcome.

No local online request form, records-specific hours, or published local copy fee was located. Under Kentucky's Open Records Act, request named records and ask for separable public portions if some material is exempt. Medical, security, juvenile, sealed, expunged, or privileged information may be withheld. If another agency controls the record, ask for that custodian's name and contact details.
Work Program Status Is Custody
Work-program participation does not itself mean release. A person may have approved movement or duties while still committed to the jail. Classification is the facility decision about unit placement and program eligibility. It is different from a court order, sentence expiration, probation, parole, or discharge. Do not describe a participant as released until the custodian records an actual end to custody or a transfer.
| Event | Meaning | Best confirmation |
|---|---|---|
| Unit reassignment | Housing changes within the operation | Jail classification or custody record |
| Community release | County custody ends and no transfer is recorded | Jail release record plus court authority |
| DOC transfer | Local custody ends but state custody continues | Jail destination, KOOL, and DOC record |
| Court movement | Temporary transport or remand | Court docket and jail status |
Remand means a court sends a person back into custody. A detainer is a request or legal basis for another agency to take custody. Both can prevent a planned community exit. Ask whether any hold remained when the local booking closed.
Adair State-Custody Checks
The county jail operation can house state prisoners and controlled-intake inmates. A state-sentenced person may appear in KOOL, which allows searches by name, DOC number, supervision status, location, conviction county, and other fields. Remove an incarcerated-only filter when seeking someone who may now be released or supervised. Compare age, convictions, and identifiers before accepting a match.
The Kentucky DOC Daily Releases archive can affirm an actual DOC release from a county jail. A March 24, 2026 file included a mandatory-reentry-supervision release from Adair County Jail. That example proves the channel can apply here. It does not mean the archive contains every county bond or restricted-unit departure.
For an unresolved state case, ask DOC for the dated custody history and release or discharge record. A KOOL projected date is a forecast, not proof of physical departure. Supervision location and physical custody location also describe different facts.
VINE and the Restricted Unit
The county jail description says VINE scans jail booking computers every ten minutes. Use that service as a notification and status channel for the shared operation. An out-of-custody result may give a release date. An in-custody result gives the reported jail or institution contact. Neither result explains every transfer without another record.
The same county source also documents the main and restricted-custody buildings.
The captured source supports a two-building operation and local VINE connection, not a separate restricted-unit search or release archive.
Search duplicate local and DOC entries when a state prisoner is involved. Registering against only one record can miss a later change on the other. Preserve the event date from the alert, then confirm whether it was a release, transfer, or data correction.
Two-Building Adair Jail History
The restricted unit is part of a longer local jail story. A Columbia history account says a jail built in 1857 was replaced in 1894. The 1894 structure was demolished in May 1985 for a modern multi-county regional jail. Current county material describes a main building and this restricted-custody work-program building.
The history matters for record searches because older documents, local speech, and current web pages may use “county jail,” “regional jail,” or “restricted custody” for connected parts of the same operation. Provide dates and the full facility name in a request. The custodian can then locate the relevant unit-assignment and release records without treating the second building as a separate agency.
Accounts at Adair Release
A fiscal-year-2023 state audit found weaknesses in commissary and inmate-account controls and noted that an approved jail fee schedule was absent from the reviewed controls. Four tested transactions totaling $30,690 lacked invoices. Those findings do not establish that any person released from restricted custody owes a set booking, work-program, or pay-to-stay charge.
Ask the jail or fiscal court for the currently approved fee schedule and an itemized individual account. Compare deposits, purchases, authorized deductions, and the ending balance. Do not rely on an unsourced fee posted elsewhere. If property or funds remain, ask the facility for its current pickup or payment process before travel.
Note: No official exit door, fixed release hour, waiting area, or property-return schedule was identified for this unit.
Adair Court Orders and Work Custody
A work assignment does not replace the criminal case record. Adair County lies in Kentucky's 29th Judicial Circuit and District. District Court handles misdemeanors and early felony proceedings, while Circuit Court handles an indicted felony. A person can have entries in both courts, and a later order controls over an older bond or release notation.
Use the Adair Court of Justice contact to request the bond order, judgment, sentence, probation order, revocation, dismissal, or docket sheet. Then match the order to the jail event. A court may authorize release before detainer checks and processing end. The order is legal authority, while the jail timestamp shows when local physical custody changed.
If the person went to court and returned, that trip did not end the booking. If the court remanded the person, custody continued. If shock probation was granted, obtain both the order and facility release record. Those distinctions keep a work-program movement or court trip from being mislabeled as discharge.
Adair Requests Without Assumptions
A precise request should allow for both release and transfer. Ask for records showing how the booking ended, including any release date, release time, disposition code, authority, destination, or receiving custodian. Also request the booking sheet and unit-assignment record if the restricted building matters.
Use only enough detail to identify the record. A full name, approximate booking range, date of birth, and booking number provide a focused target. Ask about a secure method before sending sensitive data. Keep the request and response so a later court, VINE, KOOL, or DOC entry can be compared with the exact question asked.
If the main jail holds the record, do not send a second conflicting request to the unit. Follow the custodian's routing, preserve its reference number, and ask for separable public portions when part of a file is withheld.
